Firmware & Libnpe changes

  1. During start NPE device, pin for RS-485 was set to high state(write). We change this to be by default in low state (read).
  2. More reliable GPRS reconnect (if someone will overload root directory ‘/’ or ‘/tmp’, reconnect will still function properly).
